Diagnostic Study: Update on Constraints in the Enabling Environment to the Provision of Knowledge in Executive and Legislative Government

This diagnostic study provides an update to the earlier 2010 assessment of constraints affecting the enabling environment for the production and provision of knowledge for public policy in Indonesia. It examines changes in the executive and legislative branches of government, particularly issues related to human resources, institutional arrangements, research capacity, and government procurement. The study assesses whether developments since 2010 have created a more supportive environment for the use of research and evidence in policymaking. It finds that progress has been limited, although several institutional reforms and changes in higher education and government structures have created potential opportunities for strengthening the relationship between knowledge producers and policymakers.
