Exploring Collaborative Research Models in Indonesia
This report explores opportunities and challenges for developing collaborative research models involving government, the private sector, and policy research institutes in Indonesia. The research examines existing collaboration schemes and uses Australia's Cooperative Research Centres (CRC) programme as a reference for considering possible models that could be adapted to the Indonesian context. Based on interviews and focus group discussions conducted over nine months, the study finds that trust between sectors remains a major barrier to collaboration. Nevertheless, government institutions, private companies, and policy research institutes demonstrate interest in participating in collaborative research arrangements. The study identifies opportunities for developing multi-sector research partnerships, particularly when supported by government leadership, clearer information and communication, transparent processes, appropriate incentives, and mechanisms for building trust. It concludes that a CRC-like collaborative research model is possible in Indonesia, provided that collaboration is developed gradually and supported by strong relationships, shared objectives, and an enabling institutional environment.
