Levers for Change: Philanthropy in Select South East Asian Countries
This report examines the development of philanthropy in four Southeast Asian countries: Indonesia, the Philippines, Singapore, and Thailand, with particular attention to the role of public policy in shaping philanthropic practices. It explores whether the rapid growth of wealth in the region has been accompanied by increased and more strategic philanthropic giving. The study analyses the policy environment, supporting infrastructure, donor practices, and challenges affecting philanthropy. It finds that philanthropy in the region faces significant barriers, including ineffective tax incentives, limited donor education and skills, weak partnerships between civil society organisations and funders, and inadequate data on philanthropic activities. The report argues that strategic philanthropy requires greater awareness of social problems, stronger institutional capacity, improved accountability, and an enabling policy environment.
