Working Politically: A Story of Change about the Contribution of Research Evidence to the New Village Law in Indonesia
Working Politically: A Story of Change about the Contribution of Research Evidence to the New Village Law in Indonesia examines the role of research-based evidence in the development and passage of Indonesia’s new Village Law. The study traces the legislative process that began in 2007 and culminated in the Indonesian House of Representatives passing the Village Law on 18 December 2013. It focuses particularly on the contribution of research evidence produced by the Institute for Research and Empowerment (IRE) at critical stages of the policy process. The case demonstrates that high-quality research evidence, although important, is not sufficient on its own to influence policy decisions. Researchers and research organisations also need to understand the political context, build relationships with relevant policymakers and stakeholders, communicate evidence effectively, and adapt their strategies to changing circumstances. The study illustrates how working politically can strengthen the ability of research organisations to contribute to policy change and provides lessons for organisations seeking to influence public policy through evidence.
