Investing in Evidence: Lessons from the UK Department for Environment, Food and Rural Affairs
This working paper examines the United Kingdom Department for Environment, Food and Rural Affairs (Defra) and its experience of developing and implementing an Evidence Investment Strategy (EIS). The strategy was designed to help the department systematically identify its evidence needs, align evidence investments with policy priorities, allocate research resources, and strengthen the use of evidence in policymaking. The paper reviews three successive EIS processes and identifies lessons concerning the integration of evidence planning with departmental business planning, the prioritisation and budgeting of evidence needs, engagement with external evidence providers, and the development of internal skills and capacity. It also highlights the importance of recognising different forms of evidence, managing evidence strategically, and maintaining organisational learning throughout successive strategy cycles. The Defra experience provides practical lessons for government departments seeking to develop a more systematic and sustainable approach to evidence-informed policymaking.
